NOTICE OF EXTRAORDINARY EMERGENCY – Nigeria Must Now Suspend Preparations For Another Round Of National Elections In 2027 Under The 1999 Constitution And Initiate An Immediate Transitioning Process To Address Four Existential Threats Confronting Nigeria & Nigerians

Here are four existential threats each of which is already killing Nigerians in large numbers, debilitating their lives and pushing the Distressed Nigerian Federation towards collapse. 

  1. Killings By Fulani Across Nigeria.
  2. Nigeria’s Death Dispensing 1999 Constitution.
  3. Tinubu’s State Capture/Ouster of Rule of Law.
  4. Federal Government Economic Strangulation of the Populace.

THE LOGIC OF THE NINAS PROPOSITION: 

(1) Let it be known that in addition to several other negative outputs including fueling of corruption, impunity, insecurity, mass impoverishment, humongous cost of governance, serial electoral malfeasance infrastructural decay et cetera, the Unitary Constitution of Nigeria is directly responsible for powering and enabling:
 
(a) the Fulani Conquest Invasion as it prevents the Indigenous Peoples of Nigeria from access to or possession of Arms and therefore power to organize armed security services.

(b) the State-Capture and the Ousting of the Rule of Law we have seen, as it centralizes and concentrates enormous powers in the hands of the so-called Federal Government and the President, and therefore facilitates the control by the President, of all State-Institutions including the Judiciary, the National Assembly, all the Security Apparatuses, the so-called Independent National Electoral Commission (INEC), the Central Bank, NNPC and the mainframe of Economic Assets of the Country which confers an overwhelming power of grant to the President, compounded by a Blanket Immunity Clause that renders the President of Nigeria unaccountable to any including the People, and his powers totally unchecked.

(c) Deliberate Economic Crippling and Strangulation of the Populace as a Strategy for containment of opposition and for stifling organized resistance or dissent particularly by agitated and restive youth amidst rising sentiments for a total revolution.

(2) Let it be known that in addition to other pre-existing and self-reinforcing factors, the principal reason nothing is being done right now in 2025 about the four manifest existential threats identified above, revolves around permutations towards the 2027 Electoral Cycle because the retention of power is manifestly the paramount concern of the President and Government (also Governors and other Officials whether Elected or Appointed) that should have been addressing the aforementioned existential threats. 

Stark examples include the June 18, 2025 Visit of Tinubu to Benue State in the aftermath of the Yelewata Massacres, the State of Emergency charade in Rivers State, and the gale of defections into the ruling APC involving the Governors of Delta State, Akwa-Ibom State, and a long list of legislators. In other words, while the four existential threats listed herein are like low intensity fires, the 2027 Elections being planned under the Disputed 1999 Constitution is like carrying petrol in open containers towards those fires. That was exactly how Nigeria landed in January 15, 1966 following the May 29, 1962 Federal Government’s unilateral suspension of the Constitution of the then Western Region..

SOLUTION PATHWAY:

(i) It is the contention of NINAS that the Unitary Constitution of Nigeria is at the core of the multidimensional woes and failures of Nigeria as well as the manifold miseries of Nigerians, resulting in existential threats to both Nigeria and Nigerians. 

(ii) It is the further contention of NINAS that after decades of failed experimentation with the imposition of an Unworkable, Anti-People, Anti-Progress and Anti-Development Unitary Constitution on a Federal Union; AND after seven cycles of General Elections under that Constitution with the increasingly disastrous outcomes we now behold, the situation of Nigeria has become an Extraordinary Emergency requiring Extraordinary Measures to Arrest and Address.

(iii) IT IS THE PRESCRIPTION OF NINAS that the Peoples of Nigeria, as victims of the killings, dislocations, debilitations, expropriations, enslavement, impoverishment and general backwardness, inflicted by that Constitution, MUST NOW find the courage to Reject both the 1999 Constitution and the Plan by its sustainers and enforcers (Political Parties and Political Merchants, including Religious Leaders), to renew and reinforce the life of that Constitution by way of further National Elections in 2027 under that Constitution, AND TO DEMAND, in place of another futile round of Elections in 2027, the immediate initiation of a TRANSITIONING Process for the Renegotiation, Reconfiguration and Reconstruction of the damaged Constitutional Foundations of Nigeria, during which period existing governance structures are retained on a Transitional Basis, just as South Africa did in 1990 to ease itself out of the Apartheid Constitutional bind.

(iv) We Posit without equivocation that the NINAS 5-Point Transitioning Proposition offers Nigeria and Nigerians the most viable and most immediate Framework and Mechanism for undertaking the Fundamental Constitutional Reconstruction Nigeria Urgently requires. 

From what is already happening across Nigeria and in the wider Sahel Region, NINAS Warns that if Nigeria does not shelve the doomed voyage to 2027 Elections within the Third Quarter of 2025, one or more of the existential threats identified in this Notice of Extraordinary Emergency may plunge Nigeria of 230 million People into chaos, just because of the inordinate ambition of a few Political Merchants and the indolence of the potential victims of the looming catastrophe.
